Violation Definitions

01 NO VALID UCR PERMIT
All personal vehicles are required to have a valid UCR Parking Permit/Daily Parking Pass AT ALL TIMES. All UCR parking permits and daily passes must be clearly displayed at all times when the vehicle is parked within the property.
Failure to display a valid UCR parking permit/daily pass will be in violation of parking rules/regulations.

02 PARKED OVERTIME
No vehicle shall park in a designated space/area beyond the posted time zone restrictions. Those vehicles exceeding the time restrictions will be in violation.

03 WRONG LOT OR WRONG AREA
All vehicles are required to park within properly marked designated parking spaces. Vehicles parked in areas other than those designated for parking will be in violation.

04 IMPROPER DISPLAY OF PERMIT
All UCR parking permits shall be displayed in one of two manners.

  1. If you are using a plastic hang tag, please affix the permit decal to the plastic hang tag. Hang the tag from your rearview mirror so that the permit faces outward and is clearly visible and readable through the windshield of your car while parked on campus.
  2. If your vehicle's rear-view mirror will not allow hangtags, affix your permit decal to the inside of the front windshield on the driver's side. While seated in the driver's seat, locate the decal within a 5-inch square of the lower left-hand corner.

Daily parking passes must be displayed from the lower left hand (driver's side) corner of the windshield. Permits must be affixed to the windshield or placed on the dashboard visible and readable through the windshield of your car while parked on campus.

05 PARKED OUTSIDE STALL MARKINGS
All vehicles are required to park within a properly marked designated parking space. Vehicles parked in areas other than a marked parking space are in violation and are subject to a citation.
For example, if a vehicle's tires are over the line space and impede or obstruct access to the adjacent stall, the vehicle is in violation of this section. If the stall is marked with double lines, vehicles are required to park within the inner set of lines to avoid citation.

07 PARKED IN A RESERVED SPACE
Reserved parking spaces are restricted to the assigned vehicle(s), permit holder(s), or registered license plate(s) unless otherwise posted.

13 CONSTRUCTION ZONE
No vehicle shall park in any area/space designated as a construction zone. Restricted areas have required signage that dictates what type of valid UCR permits/daily passes are allowed.

16 NO STOPPING ANYTIME
No vehicle may park in any area identified and/or posted as NO STOPPING for any period of time. Vehicles parked in these areas will be in violation and are subject to citation.

17 PARKED ON INNER CAMPUS
No vehicle shall park in the inner campus without an inner campus permit issued by the TAPS office.

18 PARKING PROHIBITED
All vehicles/motorcycles are required to park within a properly marked designated parking space. Vehicles parked in areas other than a marked parking space will be in violation. If a vehicle's tires are over the lined space and begin to take additional space in the next stall, the vehicle is subject to citation.  Motorcycles must park only in designated motorcycle spaces.

20 FIRE LANE
RED CURB indicates no stopping, standing, or parking, whether the vehicle is attended or unattended, except that a bus may stop in a red zone marked or signposted as a bus loading zone.
Disabled placards/license plates are not valid at red curbs.
No vehicle may park in any area identified and/or posted as NO STOPPING or FIRE LANE for any period of time. Vehicles parked in these areas will be in violation and are subject to citation and/or towing.

21 BIKE LANE
No person shall park a vehicle in a bike lane at any time. A vehicle left (attended or unattended) that causes a bicyclist thoroughfare to go around the vehicle is in violation. This type of violation creates a safety hazard.

23 BLOCKING VEHICLE
It is unlawful for any person to obstruct, block, or otherwise bar access to another vehicle at any time.

24 NO PARKING ZONE
No vehicle may park in any area identified and/or posted as a NO PARKING ZONE for any period of time. Vehicles parked in these zones will be in violation.

25 FIRE HYDRANT
No vehicle shall park within 15 feet of a fire hydrant on either side. Curbs or sidewalks do not have to be colored where a fire hydrant is located. Vehicles parked in these areas will be in violation and are subject to citation and/or towing.

28 UNAUTHORIZED PERMIT USE
All UCR parking permits MUST be registered with Transportation Services. Any vehicle parked on the property displaying an unauthorized permit is in violation.

30 DISABLED PERSON PARKING
It is unlawful for any person to park or leave standing any vehicle in a stall or space designated for disabled persons and disabled veterans pursuant to Section 22511.7 or 22511.8, unless the vehicle displays either a special identification license plate issued pursuant to Section 5007 or a distinguishing placard issued pursuant to Section 22511.55 or 22511.59.

Disabled placard/plates are valid in any unreserved UCR stall. UCR visitors, faculty, staff and students must also display a current UCR parking permit to be considered legally parked.

32 OBSTRUCTING TRAFFIC
It is unlawful for any person to leave a vehicle blocking or disrupting traffic.

36 DISABLED PLACARD MISUSE
Any person using a distinguishing placard issued pursuant to Section 22511.55 or 22511.59 CVC for parking as permitted by Section 22511.5 shall, upon request of any peace of officer or person authorized to enforce parking laws, ordinances, or regulations, present identification and evidence of the issuance of that placard to that person.
Failure to present the requested identification and evidence of the issuance of that placard shall be a rebuttable presumption that the placard is being misused and that the associated vehicle has been parked in violation of the provision of Section 22507.8.
In addition to any other applicable penalty for the misuse of a placard, the officer or parking enforcement person may confiscate a placard being used for parking purposes that benefit any person other than the person to whom the placard was issued by the Department of Motor Vehicles.

38 ABANDONMENT PROHIBITED
Vehicles left on campus over a prolonged period of time will be cited and towed.

43 POSSESSION OF STOLEN PERMIT
Displaying a UCR parking permit that has been reported STOLEN is a violation of UCR parking rules/regulations, and is subject to citation.

44 POSSESSION OF LOST PERMIT
Displaying a UCR parking permit that has been reported LOST is a violation of UCR parking rules/regulations, and is subject to citation.

45 COUNTERFEIT PERMIT
The use, display or possession of a counterfeit permit is prohibited and is subject to citation.

46 REVOKED PERMIT
UCR permits that have been cancelled or revoked either by the permit holder or Parking Services are no longer valid and must be returned to Parking Services.  Displaying a cancelled or revoked parking permit is a violation of UCR parking rules/regulations and is subject to citation.

65 ALTERED PERMIT
The use, display or possession of any permit that has been marked upon in an improper manner or altered in any way is prohibited and is subject to citation.

67 PARKED BACKING INTO DIAGONAL STALL PROHIBITED
Vehicles must be parked facing into parking stalls. Maneuvering into a parking stall so that the front-end of the vehicle is at the stall opening can disrupt the flow of traffic in parking aisles and can be a liability. Vehicles parked not head into a parking stall are subject to citation.

 68 PARKED AGAINST FLOW OF TRAFFIC
Vehicles must be parked on the same side of the street with the flow of traffic. Vehicles parked against the flow of traffic are subject to citation.
